Short data on formation stages Department of Internal Affairs of the South Kazakhstan region
After October revolution in 1917 on November, 10th the decision of a commissariat of internal affairs had been based "Workers' and Peasants' militia". During this historical time the given district concerned Syrdarinsky area district Chernjaevsk, the city of Tashkent was the centre. In 1917 on October, 28th a rule and the militia oath are confirmed by the decision of National commissariat of Internal Affairs, and in 1918 the decision of council of the National commissariat bases "the uniform form of militia". These years the militia consisted of six departments: 1- general basic, 2 - edicts, 3 maintenance with an ammunition, 4 information - announcements, 5-management of excitation of criminal cases, 6 cultural-educational works. In 1922 the administrative-organizational department has been introduced. These years militia of Chernjaevsky district was headed by Laumilin Muratbek Izbasarovich. In 1930 Chernjaevsky district the fire- prevention service was based. To service it has been allocated two motor transport, fifty established posts, and ten horses. In 1928-1938 Tashibay Gulmetov, Milner Abramov has been appointed by chiefs of militia. In 1930 the department of the Main inspection has been based in connection with association of political management of the state. These years all actions were spent under the plan and operations moved ahead successfully. In 1939-1945 major Fedotov has been appointed by the chief of militia, in 1945-1952 the colonel of militia V.J.Miroshnikov headed. During the Great Patriotic War detained deserters and traitors, struggled with gangsters. In 1952-1956 the colonel of militia S.Sitdikov has been appointed by the chief of militia, in 1956-1963 the major general of militia T.O. Utegenov headed. The contribution of our staff of militia was huge on restoration of a national economy during these post-war years. For example, struggled with marauders, hooligans, thieves, operated with children and orphans. In 1952 the non-departmental security branch office opens. Their duty included protection of the state bank, industrial factories, and the economic enterprises. In 1963-1968 the service of the Department of Internal Affairs was headed by the major general of militia S.ZH. Dzhusipov. These years the duty departments, special departments, mobile militian group, medical service, road safety, Department on struggle against plunders of the socialist property, an inquiry department will be an innovation in the Department of Internal Affairs during these years. In 1970 the Ministry of protection of a public order was renamed by the Decree of the Supreme Soviet of the Kazakh Soviet Socialist Republic into the Ministry of Internal Affairs of the Kazakh Soviet Socialist Republic. In 1970 the Decree of the Ministry of Internal Affairs of the Kazakh Soviet Socialist Republic introduces patrol militia. In 1971 in September inspection management is renamed by the Order of the Ministry of Internal Affairs of the Kazakh Soviet Socialist Republic into the Headquarters management of the Ministry of Internal Affairs. In 1968-1980 major-general K.D.Halmenov was the chief of the Department of Internal Affairs. In 1972-1982 the order of the Ministry of Internal Affairs of Soviet Union introduces posts of the commander of a division and the assistant to the commander by a political part. These years the Headquarters is again renamed into inspection department. In 1980-1983 the service of the Department of Internal Affairs was headed by the colonel of militia A.N. Naymanov. In 1983-1986 chiefs of the Department of Internal Affairs were the major general of militia A.A. Ahmadin, in 1986-1992 the major general of militia T.D. Duabekov, in 1992-1997 the major general of militia ZH.A. Sultanov. In 1995 the Decree of the President of Kazakhstan Republic bases "the State committee of inquiry". In 1996 "The Road Safety Law of Kazakhstan Republic" is accepted. In 1997 on May, 19th new staff was entered by the order of Ministry of Internal Affairs of Kazakhstan Republic in Main Department of Internal Affairs of South-Kazakhstan region , same year "The State committee of inquiry " of Kazakhstan Republic is abolished. In 1998 on May, 6th there is a Decree of the President of Republic Kazakhstan "About strengthening of struggle against economic criminality". The same year militia is renamed in police. In 1999-2005 the major general Uzbekgaliev R.H. headed Main Department of Internal Affairs of South-Kazakhstan region. Since 2005 till May 2006 the colonel of police Artykbaev K.ZH. was at the head of Main Department of Internal Affairs of South-Kazakhstan region In May, 2005 the Main Department of internal affairs of the South Kazakhstan area is renamed by the order of Ministry of Internal Affairs of Kazakhstan Republic into Department of internal affairs of the South Kazakhstan region.
During 2006-2008 the major general of militia Doskaliev H.E. was the chief of Department of internal affairs of the South Kazakhstan region.
In December, 2008 the order of Minister of Internal Affairs of Kazakhstan Republic appointed the major general of police Dosumov Serimzhan Toleuovich to a post of chief of Department of internal affairs of the South Kazakhstan region.
