Askar Chuashevich Ospanov
Colonel of Police, Chief of Department of Internal Affairs. Born in 1959 in Almaty region. Has two degrees of higher education. Is with internal affairs since 1988. Was awarded by II degree of Aybin order for special merits to the Mother Country.
Нарбаев Ерик родился 3 февраля 1952 году в совхозе Жулдыз, Краснознаменского района, Целиноградской области. Выпускник школу милиции 1974 года г.Алматы был направлен по распределению в Чимкент. Поздней осенью 1979 года старший лейтенант Нарбаев получил задание сопровождать 60 пассажирских автобусов. Почти 2 тысячи рабочих Чимкента ехали на субботник, чтобы помочь хлопкоробам быстро завершить уборку урожая. Автоколонну автобусов возглавлял Ерик Нарбаев на милицейской машине, с горящими фарами, с тревожной сиреной. Бензовоз вырвался из-за поворота и, не снижая скорости, помчался навстречу колонне по левой стороне. Еще миг – и бензовоз врезался бы в автоколонну. Старший лейтенант Нарбаев резко прибавил газ, и его машина, птицей оторвавшись от колонны, перегородила дорогу бензовозу. Люди были спасены. Не получил даже царапины шальной шофер бензовоза. Ерик погиб исполняя свой служебный долг ценой жизни.
Бокенбаев Жолдасбек Кенжебаевич родился в 1961 году в селе Кзыл-су, Сайрамского района. Учился в средней школе им. XVII партсъезда в селе Советское, Сайрамского района. С1978 по 1979 год учился на курсах телемеханика СК ДОСААФ в г.Шымкенте. С 1980 по 1982 г.г. служил в рядах Советской Армии. В 1983 году поступил в Самаркандский сельскохозяйственный институт им. В.Куйбышева на заочное отделение. Окончил институт в 1991 году и получил специальность «Зооинженер каракулевод». В ноябре 1991 году принят участковым уполномоченным Дзержинского РОВД. В апреле 1994 года старший лейтенант милиции Бокенбаев Жолдасбек погиб при исполнении служебного долга.
Шойнбаев Нуржан родился 23 февраля 1965 года в селе Черноводске, Сайрамского района. Окончил среднюю школу №14 им. Орджоникидзе в селе Черноводске, затем поступил в Шымкентское профессионально-техническое училище №160. Получил специальность «машиниста мостобашенных кранов». Призван в ряды Советской Армии – службу окончил в 1985 году. После армии работал машинистом сцены в Шымкентском областном государственном театре кукол. В апреле 1986 поступил на службу в Дзерзинский РОВД г.Шымкента. В 1991 году старший сержант милиции Шойнбаев Нуржан погиб при исполнении служебного долга.
Отарбеков Бибасар 1953 жылы Бөген ауданының Ақдала совхозында туылған. 1970 жылы Жамбыл атындағы орта мектепті бітіріп, 1971 жылдың қарашасы мен 1973 жылдың қарашасы аралығында Кеңес Армиясы қатарында әскери борышын өтеген. Әскерден кенйін оқып, ІІІ кластық жүргізуші куәләгән алған. 1983 жылдың желтоқсанында Арыс АІІБ-де учаскелік инспектор болып қызметке қабылданған. 1990 жылдың желтоқсанында милиция капитаны Отарбеков Бибасар қызметтік борышын өтеу кезінде қаза тапқан. КСРО Президентінің 1991 жылғы 19 желтоқсандағы Жарлығымен Қызыл Жұлдыз орденімен марапатталған.
Анаров Турдымат родился в 1940 году в Сайрамском районе, Южно-Казахстанской области. В 1963 году поступил на службу в органы внутренних дел Шымкентского городского отдела. В 1964г. сержант милиции Анаров Турдымат при задержании преступника погиб в результате нанесенного ножевого ранения. Имя Т.Анарова навечно занесено в Книгу Почета МВД Казахской ССР, и его имя носит одна из улиц города Шымкента.
Taiyr Nakipzhanovich Sheraliyev was born on June 17, 1986 in the village of Sholakkorgan of Sozak district in South-Kazakhstan region. He was raised in the family of a worker. Ethnically Kazakh. Since 1992 through 2002 was studying in the secondary school named after N. Krupskaya. After graduation from the secondary school was admitted to Shymkent Law College of the Ministry of Internal Affairs of the Republic of Kazakhstan named after B. Momyshuly. After graduation in 2005 got the appointment to the position of the troop commander of police company at Sozak District Department of Internal Affairs of Department of Internal Affairs of South-Kazakhstan region. Taiyr’s latest workplace was at the position of an authorized operations officer of the Department of struggle with organized crime of the Department of Internal Affairs. However his service was tragically ended. Taiyr died during discharge of his service duties. The tragedy occurred on July 8th, 2009 in Almaty when criminals maintained armed resistance during the detainment and authorized operations officer of the Department of struggle with organized crime, senior police lieutenant, Taiyr Sheraliyev, died.
Abdrahmanov Nariman Alekseevich was born on June, 11th, 1957 in village Ilyich of Pahtaaral district, Shymkent region. He entered school named Ilyich in 1964 and graduated eight classes in 1972, in 1976 has finished young workers high school of Dzhetysay district, Shymkent region. He started labor activity in 1973 on November, 1st in working committee of farm-technical school "Pahtaaral" as a musician at club named "Frunze". In 1976 he has graduated Shymkent school-38 with speciality of film mechanics. In November, 1976 he joined Soviet Army. His military rank was the private soldier, in November, 1978 has ended service in the army. Same year he entered the Leningrad seaworthy school, and graduated in 1979. He married Kopejkina Natalia Viktorovna the same year and they have got a son. In 1987 on June, 09th Nariman has received appointment to the post of the militiaman of service of maintenance of department of internal affairs of the Kirov district executive committee, and then he was transferred to a post of the assistant of Kirov District Department of Internal affairs duty officer. He dreamt to enter Alma-Aty special high school of the Ministry of Internal Affairs of the USSR during his work in District Department of Internal Affairs. January, 19th, 1990 was his last day. He was lost from knife wound during the detention of the criminal.
Sandybaev Akdaulet Tazhmagambetovich was born on September, 23rd, 1965. In 1972 he has started education in the first class of high school. In 1982 he entered Kaplanbek zoo veterinary technical school. He has received a specialty of a livestock specialist after excellent graduation. He has been conscripted to military service in April, 21st, 1985 after graduation of technical school by Sary-Agash district recruiting-office of Shymkent. He served in military unit №67717-К as the sergeant- major of battalion. He was transferred to the reserve of Armed forces of the USSR in May, 18th, 1987. Post - the commander of the tank, a military rank - the sergeant- major. 1987 on December, 01st Akdaulet has received appointment to the post of militiaman-biker of Post-Patrol Service of department of internal affairs of Chardara district executive committee. Since then he has worked on various posts. The post of operational representative of criminal investigation department of department of internal affairs of Shardarinsky district the last post. In 1998 on October, 12th he has got a gunshot wound in breast area at detention of the criminal and therefore he was lost. He has died absolutely young. In 2005 Akdaulet Sandybaev was awarded with Order "Айбын" posthumously by the Decree of the President of Kazakhstan Republic.
Shanbaev Oralhan was born in May, 07th, 1932 in Algabas, Georgievka district, the South Kazakhstan region in the family of workers. He has got a job in collective farm named by A.Navoi after graduation the high school as a record-keeper. In December, 1952 he joined Soviet Army. He served in Moscow region in military unit 40238 as a commander of a platoon. Oralhan has returned to native collective farm named A.Navoi where has continued the work of the record-keeper after demobilization. Then in July, 1956 he got work in law-enforcement bodies at the post of the assistant of the children's receiver inspector in Town Militia Department of Lenger, South Kazakhstan region, of the Ministry of Internal Affairs. Since then he has worked on various posts. In 1979 on February, 03rd O.Shanbaev has heard a shot, executing the office debt at detention of the armed criminals, was lost from a gunshot wound.
Ongarbaev Halmurat Tulegenovich was born in 1955 on November, 26th in a family of the collective farmer, in Chirkino, Sajram district, Shymkent region. In 1962 he has started education in the first class of eight-year school of ІІІ International in Chirkino. In 1970 he graduated 8 classes and entered State Professional Technical School 141 in Mankent. He studied excellent since1970 till 1973 and after graduation he has received a specialty «the master of rural building». From July, 1976 till May, 1974 he worked in Dzhetysay town in Mobile Mechanic Column-308. From May, 1974 till May, 1976 served in the Soviet Army in the "Emba-5" town, Aktyubinsk region in military unit 34020-A, as the deputy the commander of a platoon. He started service in law-enforcement bodies after a transfer to the reserve, as militiaman of second categories of a separate battalion of militia of the Department of Internal Affairs which was protecting objects of Chimkent Himfarmzavod. So he has worked on various posts, and last post was operational representative of department of internal affairs of Algabas district executive committee. July, 02nd, 1984 became last day in his life. Criminals have deliberately driven on Ongarbaev Halmurat during carrying out of spot-check, he has died on a place because of received in traumas.
Gajbullaev Ajtzhan Kudretullaevich was born in 1963 on April, 28th in village Babay Kurgan, rural district named by Kuibyshev, Turkestan district, Shymkent region. He was the former member of All-Union Lenin Communist Youth Union. He studied in high school named by Kuibyshev since 1970 till 1980. He received a job of worker of Turkestan inter-regional base after graduation. He served in military union 50346 in German Democratic Republic as the commander of branch in1981-1983. He was working as the former of "House-building factory» in Shymkent since 1984 till 1989, and since 1989 worked in shop RTI of "Achpolimetall" factory in Kentau as the press operator. In 1990 he has received appointment to the post of the militiaman of Patrol-Post Service branch of department of internal affairs of the Kentau Executive Committee of the City Soviet of People's Deputies. At that time Ajtzhan was married and had three children. On August, 09th, 1996 in uniform he has been unjustly beaten by unknown persons during suppression of group hooliganism and has died from the numerous received traumas.
Donenov Timur Tolendievich was born on June, 21st, 1968 in village Zhemistan, Saryagach district, Shymkent region. His nationality was the Kazakh; in 1987 he graduated high school named by Michurin in village Zhemistan, Saryagach district, Shymkent region. After graduation school he has begun labor activity by the traffic controller in inter-regional department of Kaplanbek, Saryagach district, and from August till October, 1986 worked as the driver in the same place. In October, 1986 he joined the Soviet Army. He served as the driver in military union 559568 in German Democratic Republic. He demobilized in November, 1989 in a rank sergeant- major. In February, 1989 T.Donenov is enlisted by the listener of preparatory branch of Kazakh Chemical-Technological Institute. Being a student he married and had the daughter. In 1992 in March Timur has received appointment to the post of the militiaman-driver of operatively-search branch UR OKM of the Department of Internal Affairs of the Chimkent Executive Committee of the City Soviet of People's Deputies. But the post of junior operational representative of criminal investigation branch of department of internal affairs of Abay district has appeared for him the last. On October, 09th, 1995 he has heard calls for help approximately at 23 o'clock at the territory of the market located on the crossing of street Moldagulovoj and Lenin prospect. Donenov has rushed to execute the office debt and has entered fight with the criminal. But he has died from received knife wounds put by the criminal.
Kudajbergenov Rysbay was born in 1949 on May, 22nd in village Tumen – Aryk, Shieli district, Kyzyl-Orda region. In 1966 he graduated high school № 53. He entered Janykurgan Special Professional Technical School – 187 the same year after leaving school and graduated it in 1967 with a specialty of the driver of 3 class and combine-operator. The same year he has entered the Kazakh State agricultural institute. He got job of the senior agriculturist in state farm "Zadarinsky" of Janykurgan district, Kyzyl-Orda region after graduating institute and receiving the diploma of the agriculturist in1972. Since 1973 till 1974 he worked in Janykurgan regional agricultural department as the agriculturist. Since 1974 till 1978 he worked in Janykurgan regional union «Kazselhoztehnika» as the senior agriculturist. In August, 1978 R.Kudajbergenov has been accepted in law-enforcement bodies of the Kentau Executive Committee of the City Soviet of People's Deputies on a post of the inspector of the medical sobering-up station. Last post was the deputy chief of criminal investigation department of department of internal affairs of the Kentau Executive Committee of the City Soviet of People's Deputies. July, 9th, 1994 was the last in his life. At detention of the criminal, Rysbay has got a gunshot wound, therefore he was lost.
Dzhumabaev Davranbek Mamarasulovich was born in 1967 in Chimkent. His nationality was the Uzbek. In 1974 has gone to the first class of school №21 named by A.P.Chekhov. After the high school termination, has gone to study in Voluntary Society for Promotion of the Army, Aviation and Navy at courses of drivers. For excellent study in Voluntary Society for Promotion of the Army, Aviation and Navy he has been awarded by the certificate of approval. In 1985he has received the certificate of the driver after finishing study. Then he joined the army of the USSR, served in Novgorod military unit 36705 as a commander of branch in a rank of the junior sergeant. In 1978 upon termination of service life, he was transferred to the reserve from Armed Forces of the USSR. In February, 1988 has been accepted in law-enforcement bodies Chimkent Executive Committee of the City Soviet of People's Deputies on a post of the militiaman of special company of separate battalion of Patrol-Post Service of militia. Then he has worked on various posts. Last post was the militiaman-driver of attendants and guard of the Department of Internal Affairs of the Chimkent Executive Committee of the City Soviet of People's Deputies. In 1992 on December, 21st the body of the sergeant of militia Dzhumabaev Davranbek Mamarasulovich was revealed semi burnt.
Berdaliev Marat Zaurbekovich was born in April, 28th, 1960 in village Antonovka, Tjulkubas district, Chimkent district in a family of the worker. His nationality was the Kazakh. Since 1967 till 1977 he studied in high school of Antonovka. After the high school termination, since September, 1977 till May, 1978 he worked at factory "Mankentzhivmash", Sajram district. In May, 1978 he has left because of starting study. In October, 1978 he joined the Soviet Army. Military service passed in Germany in military unit 67749 and 60513. In 1980 he demobilized from the Soviet Army in a rank "lance-corporal". In November, 1980 he has been employed again in state farm "Tjulkubas" of Tjulkubas district, the Chimkent region. Since 1975he is a member of All-Union Lenin Communist Youth Union. On October, 01st, 1981 Marat has been enlisted by the cadet in the Alma-Aty special high school of the Ministry of Internal Affairs of the USSR. After the termination, in 1983he has received appointment to the post of the local policeman of department of internal affairs of Abay district executive committee. However its service has tragically interrupted. Marat was lost on duty. The tragedy has happened on July, 8th, 1987. During detention, criminals have rendered armed resistance therefore he was lost.
Bajtlenov Nurash Pernebekovich was born on November, 16th, 1959 in village Altyn-Tobe, Lenin district, Shymkent region. He lived and grew up in village Turbat. Since1967 till 1977 he is the pupil of high school named by "30 years of October». In April, 1974 he has joined All-Union Lenin Communist Youth Union. After leaving school he worked as the laboratorian at eight-year school "Turbat". The next year he has gone to the city of Karaganda, for receipt on faculty of law of the Karaganda State University and in August, 1983 has graduated the named university. During study at university he was a member of a bureau of committee of faculty Komsomol. He participated in a propaganda team. Student's building group in which he worked, two years took 1st place around Karaganda region. After the termination of university since August 1983 till December, 1983 he has worked in the native collective farm of A.Navoi. Since December, 1983 he worked as the lawyer in pedigree farm «Kujuk», Lenin district. He carried out also public work besides basic duties in this farm being the assistant to the secretary of committee of Komsomol. Besides that he was the propagandist and commander of Voluntary People's Guard in Fogelevka village council. At that time Bajtlenov Nurash was married and had the child. On January, 27th, 1989 Bajtlenov has received appointment to the post of the inspector on inquiry of group of inquiry of department of internal affairs of Abajsky district executive committee. Then in October, 1989 in the same place has been renominated to a post of the inspector of investigatory branch. On March, 06th, 1995 he tragically was lost at execution of an office debt. In 5 o'clock in the morning as a part of investigatory-operative group, Bajtlenov pursued one of criminals. Having caught up with the criminal has entered with him fight, but the opponent has pushed off it under passing train.
